GM vs ????
NTSB raised the fine to 35 million after 2012 and the Toyota debacle - problem is no one ever assumed a recall would be this big, or bigger as GM's has been - the fines aren't in line with the crimes since the crimes were thought to be never this comprehensive.
NTSB - 35 million dollar fine - so far
DOJ - charges and/or fines expected
Congress - charges expected
SEC - charges and/or fines expected
State lawsuits - fines expected
Private class action suits - fines and charges expected

Would a maximum dollar amount per vehicle be a better way of calculating the maximum fine?

it would be better, but you would have to prove without a doubt every SINGLE car sold had the defect and/or had a issue. if you cant prove every car failed one way or the other, then you cant get charged for it.
